Aboriginal Australians, regardless of whether they live in urban, rural or remote areas, are the most marginalised and disadvantaged group in Australia … and yet Australian Governments of both persuasions continue to ignore their needs.

The Federal Government has ignored the plight of our Aboriginal and Torres Strait Islander communities for over a decade, systematically de-funding basic community services and development programs, and stripping away all representative sturctures to give them no say in the decisions which impact upon their lives.

Re Ministerial Statement on Resale Royalty Right

Minister for the Arts, the Hon. Peter Garrett's proposals for a resale royalty right for Australian visual artists is yet another example of this Government's favoured approach-take a good idea and do as little as you possibly can so you can pretend to be doing something about it while safe in the knowledge that nothing will actually happen.

Resale Royalties are an important way for visual artists to be recognised for their work which, not uncommonly, increases dramatically in value over time. This is obviously particularly the case for indigenous artists. It is an approach which the Australian Greens support.

What Minister Garrett has proposed, however, is a scheme which will provide little or no benefit for many years. This is mostly because of the decision to apply the royalty only to second and subsequent sales after the legislation comes into effect. This will inevitably delay any royalty receipts for decades and deprive some artists of significant benefits on first sales. This is a breach of what the community thought the Rudd Government was promising during the 2007 election campaign and members of the artistic community are extremely disappointed.

It is also problematic that the scheme will be different from other schemes around the world, jeopardising hopes that we could negotiate reciprocal rights that would allow Australian artists to benefit from resale of their work in the European and US markets, for instance.

Why is Minister Garrett so determined to do so little when he could so easily do so much?

Senator MILNE—I would like to start by asking some questions about the uranium initiatives that you have just mentioned. I note there is $3.8 million in the budget committed for this year and next year to extend and complete an environmental impact assessment of a site for a radioactive waste dump. Can you tell me whether that means that a preferred site has been selected?
Mr Hartwell—No, there has not been a preferred site selected.
Senator MILNE—Can the minister tell me why Muckaty was mentioned in the supplementary information to the budget in 2008-09 for the Northern Territory in the section on radioactive waste management?

The arctic ice and the Saudi Arabian oilfields seem a long way from Australia and Prime Minister Rudd's 2008 budget. But they should be at the forefront of our minds as we consider what a real leader, a leader contemplating the state of the world and the wellbeing of all people, would have delivered for our nation in his first budget.
