Estimates Transcripts

Twice each year, usually in May and November, the estimates of proposed annual expenditure of government departments and authorities are referred by the Senate to the relevant legislation committees for examination and report. At the estimates hearings, Senators may directly question Ministers and public officials not only about the details of proposed expenditure but also about the objectives, operations and efficiency of the programs for which they are responsible. Senator MILNE» -I would like to get on to carbon capture and storage as quickly as I can, but before I do I want to ask a question about geothermal development, in particular the grants that have been made according to a press release about state and federal Labor support for a geothermal development at Gherang in the Geelong area in Victoria.

Mr Morling-There was a grant recently announced for Greenearth Energy Limited in Geelong, Victoria. That was a $7 million grant under the geothermal drilling program. As we said, that was an announcement. We are now moving into the stage where we will negotiate a deed with that company for that grant.

Senator «MILNE» -Okay-I just wanted to know who was on the board. Can you take that on notice. I would like to move on to the Global Carbon Capture and Storage Institute. It has been allocated $100 million a year, I understand, and it is meant to be supporting 20 industrial scale projects around the world by 2020. I understand that you have moved into your own office and recruited staff and so on, so I just want an update on how many staff are now employed and what progress there has been. Are we still expecting to get 20 industrial scale projects by 2020?

Coal mines and rail as Nation Building?

Senator MILNE» -I wanted to ask, in relation to Nation Building-Infrastructure Investment, about the decision of the Commonwealth to grant major project facilitation status to the Hancock and the Waratah coalmines in Queensland. So if we could go to the particular coalmining projects in Queensland, and if you could just tell me whether both the Waratah project, the Hancock mining and the Chinalco-I guess there are three projects-whether they have all got major project facilitation status. If so, when did they get it, and what does it actually mean?

Ms O'Connell-Certainly, Senator. In relation to the Waratah Coal project, yes, that has major facilitation status, that was issued in December 2009 and announced in a press release accordingly, late last year. I will just see if we have the information on the other projects that you have asked about.

Senator MILNE» -One of the concerns I have about the whole Fox Eradication Program is the lack of focus on the ports-in particular airports as a secondary measure, but also shipping ports-because the high probability is that they hitch a ride on container shipping. That just seems to be the most logical way that things are happening. More recently I know that there has been a scare associated with the Devonport airport. What collaboration is there between the department and the quarantine authorities et cetera to actually be making a focus on the potential for foxes to enter Tasmania through the ports and airports?

Senator «MILNE» -At the last estimates you said that you expected 20,000 loans to be taken up in this financial year. Clearly, 1,000 have been taken up. It is a slow uptake for all the reasons that you have cited. What was the financial allocation that you made to cover the interest on 20,000 loans in this financial year? Given that only 1,000 have been taken up, I just heard you say, Ms Kruk, that you had been able to transfer resources to an additional number of assessments. Does that mean you are now providing for more than 360,000 over the life of the program?

Senator «MILNE» -I would like to follow up on the contractor issue that Senator Colbeck just raised. The Commonwealth provided in excess of $42 million recently in three grants in order to assist the forestry industry to move out of native forest logging and into the plantations. What evaluation has been done by the department to see whether the money that was spent actually led to people moving out of native forest logging? Has there been any evaluation done? How can I be assured that the equipment that was purchased by many of those contractors was not just equipment that they needed and that they would use for native forest logging anyway?

Senator «MILNE» -I would like to start by asking some questions about the renewable energy target. I note, Dr Parkinson, that you say in your review in the annual report:

... the RET will be a key driver of a significant ramp-up in the deployment of renewable energy in Australia.

You also talk about the mission of the department:

To support the government ... through

* advice to the government that is of the highest quality, integrated, objective and well informed
* effective delivery of programs and services-

which I am sure you know by heart. I would like to ask you whether you believe that the current design of the RET is providing that highest quality advice, given that it is not leading to the investment in large-scale renewables across Australia.

Senator «MILNE» -I have 12 minutes and my time starts now. I understand Australia has to put in its Fifth National Communication on implementation of climate change actions to the UNFCCC. I thought it had to be in by 1 January. I have been to their website and yours and I cannot see that it is in. Can you confirm whether you have submitted that report and when it will be publicly available on one website or the other?
